Serge Grouard CRITICIZES THE LACK THEREOF ADAQOO OF INDEPENDENCE AND SHAKE THE FEARS.

June 17, 2010 at 8:30 p.m., the hall was full of Madeleine to host general assembly district, chaired by the Deputy Mayor Serge Grouard, several members of the CMA (Mobilization Committee and Animation), Madeleine, Nadia Labadie, the Assistant to the western sector, Quatrebarbes d'Aude, Deputy for Policy Coordination and local management in the public domain and Charles-Eric Lemaignen, Chairman of the Community of Agglomeration Orléans Val de Loire.

In general, interventions have shown the many questions related to manage the progress of the second tram line along the Faubourg Madeleine in a tense atmosphere in the light of numerous complaints made.

This was also an opportunity for Jean-Luc Mirloup, following the meeting, to speak about 5 minutes to present remarks on behalf of ADAQOO (Association of Defence and Planning Area west of Orleans) which he chairs. He questioned the role played by the CMA presented as an element of local democracy and a school of citizenship by the municipality that, in fact, seems rather seize and limited peripheral subjects and non-sustainable projects that will shape the neighborhood as the car park and Jaurès and Jean-recovery hopper namesake. On the participation of citizens in Orleans presented as a rocket 3 floors, you may refer to the website of the Municipality of Orleans: http://www.orleans.fr/mairie/participation-citoyenne/la-charte.html

Even before Speaker of the ADAQOO takes the floor, Serge Grouard admonished him for worrying people stirring fears and anxieties and questioned its independence suggesting that ADAQOO was evidence of a systematic opposition in respect of projects promoted by the municipality Orleans.

Jean-Luc Mirloup was keen to know how he knew the difference between its political and president of the neighborhood association and Serge Grouard told he saw the attacks as a formal because of his honesty.

This criticism about the role of ADAQOO is not surprising if one recalls that in March 2010, Olivier Carré, Deputy Premier, after CCASAAO the meeting, chaired by Michèle Pluvinage in a lengthy interview with the Republic of the Centre had challenged the independence Orleans neighborhood associations within its borders. We can see the response from the Chair CCASAAO published on this blog, dated March 11, 2010. In a nutshell, the associations are invited to give their views on the road, the flowering balconies or road signs and traffic direction, but certainly not to decide on major projects that are the responsibility of elected officials.

This involved is indeed a certain conception of citizenship. It is with reason that ADADOO take sides on the projects conducted by Serge Grouard and his team because they impact the lives of the 10,000 residents of the Madeleine. Serge Grouard criticism would be justified if the ADAQOO disagreed with a number of shares of the municipality and if it does not make a constructive proposals.

Indeed, ADAQOO approve some of the intentions of the municipality as the beautification of the Saint Lawrence or the aesthetic value of the hospital site Magdalene, for example, or and the renovation of the Little Hunter Street and Break-Pain in the Recovery Plan and the removal of government from the shopping arcades du Faubourg Madeleine. And we must recognize that after the coffee-heated tram which took place at the Jean Bart coffee, led by Assistant Muriel Chéradame, June 16, 2010, (which led the Republic of the Centre as " Some local residents on the verge of a nervous breakdown ' " http://www.larep.com/tram-17992.html ) finally steps have been taken to ensure that work-related nuisances tram be reduced and traffic and pedestrian safety is improved.

As a member of the Board of ADAQOO (elected at the General Assembly in December 2009) and host of the Environment Committee (since June 2010), I can testify that the work of the Board Directors reflect a real interest of all its members for the Madeleine district, beyond any party affiliation. What drives us is that this neighborhood is destined to become every day more pleasant place to live in preserving the quality of life that is its charm and accompanying changes ahead and he knows in a spirit of consultation and dialogue.

In 2008, Serge Grouard had his wishes to the associations. An anthology of time to savor, an ode to the associations which we celebrate their unique role.

And if Serge Grouard, instead of castigating the ADAQOO asking the awkward questions, to decide to implement this great speech?

Is this as pious wishes ..?
